We have done all of that, but this might solidify what we did. We still have to finish another solo instance where we fight the Watcher in the pool. After that Moria opens, but you do not have to enter there to quest yet.

Yes I discovered that this morning, crafted an item to see if I could attach it to my new weapon (think I have to be level 51 but wanted to check). The relic master wouldn't have anything to do with it because he said I couldn't enter Moria. I didn't believe him so went to Eregion and sure enough I can't get back through the gate.
