I didn't discover until yesterday that this is available during the Spring festival and I think today is the last day to do it. This horse has a run speed of 68%, faster than regular horses. The quest giver is in the middle of Bree near the Boar Fountain. He wants you to pick flowers, a bunch of running around first for 10-15 minutes, then a one hour timed quest to pick as many flowers as you can in one hour. If you can manage to pick 100 flowers of each of the 3 types then the reward vendor will have the fast horse available. If this wasn't the last day it would be easy because you can do it once a day and combine the total haul. It is doable in one session but you need to scramble. There are 3 locations to pick and you can't afford to spend more than 20 minutes at one location. If you try this my main advice is not to pick over 90 flowers of one type at the first location because you will pick up a few extra ones at the other 2 locations.

I tried it. The flower patches in Celondim and the Shire were not rendering for me so it took too long. Not a happy camper.
